Fines for Driving Without a License or Registration in Bali

Indonesia Implements Strict Penalties for Driving Without License or Registration
Motorists who fail to present their driver's license (SIM) or vehicle registration certificate (STNK) when asked by the police are liable to be issued tickets, according to Brigadier General Aan Suhanan, the Director of Enforcement for the Indonesian Traffic Police.
Tourists Need to have drivers license and registration in the car or motorbike
These laws apply equally to tourists. You should always carry your home drivers license and International Drivers Licence (you need to have both) and ensure that the car you are driving (including a hire car) has the registration certificate in the car or motorcycle. A good practice is to check this registration certificate is in the car when you receive it from your car or motorcycle rental company.
The lack of complete legal documentation can lead to imprisonment and fines under Article 280 and Article 288 paragraph 1 of Traffic Law Number 2022.
Suhanan emphasized the importance of possessing legal documentation while operating a motor vehicle, stating that "A SIM is proof that the driver is competent to operate a motor vehicle, while the STNK and TNKB verify the roadworthiness and legality of the motor vehicle."
Driving without an STNK can result in imprisonment for up to two months, with fines reaching as high as Rp. 500,000 under Article 288 paragraph 1. Meanwhile, driving without a TKNB can lead to a maximum sentence of two months imprisonment, with fines reaching Rp. 500,000 under Article 280.
In addition to the strict penalties for driving without proper documentation, operating motorcycles without helmets manufactured by National Standard Helmet Rules (BSN) can result in fines up to Rp.250,000 or one-month imprisonment. Carrying more than two passengers on motorcycles is also prohibited.
Police can also issue tickets for several other infractions such as failure to display valid license plates, and operating vehicles without mandatory rearview mirrors, headlights, horn, speedometer, and sound muffler. Four-wheeled vehicles must carry a spare tire, triangular traffic hazard sign, working jack, tire iron, and first aid box.
